Conflict Summary

The Moro Islamic Liberation Front (MILF) is an Islamist group. A descendent of the Moro National Liberation Front (MNLF), formed in 1969, the MILF sought to create an autonomous Islamic state in the southern Philippines. In contrast to the Abu Sayyaf Group (ASG), the MILF’s actions appear to be targeted towards the achievement of its stated goal, and they have been far more destructive. The MILF largely relied on improvised explosive devices to further its campaign but has also been involved in clashes with government troops attempting to flush out the insurgents. In early 2005, the MILF announced that it was dropping its demand for a fully autonomous Muslim state in Mindanao, and government forces cooperated with the MILF in operations against ASG and Jemaah Islamiah militants. Efforts to achieve a permanent ceasefire have failed in the face of continued violence and disagreements between the government and the MILF over the nature of political and economic reform in the region.
