The communist insurgency of the Bagong Hukbong Bayan (New People’s Army, NPA) has been active since the 1930s. Unlike Islamic rebellions in Mindanao, the NPA is not restricted to one area of the Philippines. The guerrilla organisation has gone through various stages of strength, and has been involved in multiple peace talks with the government. The contemporary NPA is much reduced in stature, and owing to infighting, is regarded as more of a criminal nuisance than a threat to national security. However, the US and EU have labelled the NPA a terrorist organisation.
